Requires a Master's level degree
Requires 15 - 20 years of federal, state, or local United States law enforcement experience or with 5 years or more of senior management experience with a civilian police agency or federal law enforcement agency or Corrections agency.
Experience as a police academy instructor, or trainer or advisor for a criminal justice agency development program to senior management personnel of the host country.
Demonstrated ability to develop and manage personnel, budgets and multiple projects.
6 years overseas experience working with host nation law enforcement or Corrections organizations.
2 years working in a correctional facility
Demonstrated ability to cultivate and maintain relationships with elected officials, local government, foreign government officials and law enforcement leaders.
Extensive knowledge of capacity building and training development at all levels of a law enforcement organization.
8 years experience as a command level officer responsible for personnel management, budgeting, community policing, internal affairs and conducting/managing criminal investigations.
Demonstrated ability to conduct complex risk management or training management assessments and analysis.
Overseas development experience may be substituted by additional years of law enforcement leadership experience.
Experience working with a Police or Corrections regulatory agency
Specific experience in managing either Countering Violent Extremism or Community Policing projects is preferred and Project Management experience is highly desirable.

The USDOJ/ICITAP Philippines program seeks a Chief of Operations (Assistant Program Manager) position based in Phillipines. This position will be dedicated to helping design and manage existing and future ICITAP law enforcement or Corrections capacity development programs in Philippines. The position will require a view to ensure that the law enforcement or Corrections capacity development programs integrate with other criminal justice sector agencies and mission objectives. The position has the potential of becoming federalized. Duties include but are not limited to: Program Planning & Management 65% The incumbent of this position assists the program manager in the delivery of all aspects of ICITAP program efforts toward the establishment of organizational structures capable of supporting law enforcement or Corrections functions. Assists in the design, development and implementation of complex civilian police and investigator training and organizational development assistance projects overseas. Assists in the establishment and maintenance of effective working relationships with host country law enforcement and government officials, as well as the international criminal justice sector assistance community, working with these representatives to foster the goals and objectives of the program and U.S. embassy. Assists the program manager in the effective coordination with U.S. embassy and other U. S. government officials, when designing and preparing program proposals to meet the goals and objectives of the law enforcement and Corrections assistance program. Assists in the identification of country-specific needs, develops/writes proposals, assessments, program implementation plans, financial funds management, budgets, and manages the development and presentation of appropriate training. Assists the host country government in the development of technical assistance programs to enhance their democratic policing reform efforts. Evaluates ICITAP program delivery, particularly as it relates to the achievement of program goals and objectives, as well as any obstacles encountered that may adversely impact the program. Assists in the planning, coordinating and implementation of assistance programs for the police and other criminal justice sector justice officials. Provides technical direction to advisors and trainers assigned to the program. Provide personnel management to American and local staff , deals with operational and HR issues Provides briefings and information to executive level representatives from U. S. Government agencies to include; Congressional Delegations, Department of State, Department of Defense, Department of Homeland Security and General Officers represented within the Pacific Command. Provides input and analysis of recommendations for strategic development of future programming by submission of detailed proposals to include; the need for the program, intended outcomes and financial breakdown of all associated costs to support the program. Performs budget analysis Program Evaluation 25% Reports on program outcomes and project performance measures, indicating if technical assistance, training, and development provided to host nation law enforcement entities were consistent with IAA measures, and the extent to which they are being adopted and institutionalized by the host nation agency. Examines and monitors funding requirements for the ICITAP in-country program and reviews systems of internal control to audit finances and monitor efficiency of operations. Record Keeping 10%
Maintains accurate records relating to ICITAP program activities and outputs. Performs other duties as assigned.
